The COSECSA Secretariat headquarters is housed within the East, Central Southern Africa Health Community (ECSA) in Arusha, Tanzania.
The Secretariat’s main responsibilities are to manage the strategic development of COSECSA and to support day-to-day administration of the COSECSA training and examination processes.
The activities of the College are carried out by the Secretariat Staff under the guidance and leadership of the Executive / Board of Directors of the College.
The Secretariat collaborates and works with national and international partners in delivering trainings to different groups of medical specialists in the region. It receives support in areas like finance, administration and capacity building, research and IT support from the partners.
MS ROSEMARY MUGWE
Chief Executive Officer
Ms. Rosemary Mugwe holds a Bachelor's Degree in Social legislation (BSL), a Bachelor's Degree in Legal Legislation (LLB) and a Master of Arts in Gender and Development. She took up the position of CEO in December 2015.
Rosemary has over 11 years’ experience in development work. She brings her extensive experience in directing and coordinating programs through substantial change management and utilizing effective strategic leadership. Rosemary has consulted for various international, regional and national organizations, private sector and government agencies which include: UN-women, African Union, Ipas, International Planned Parenthood Federation, and Women in Law and development in Africa, Nation Media group and National Council for Population and Development etc.
Rosemary had previously worked for Gender Equality Watch as a program coordinator and Ipas International as a regional policy coordinator for Africa Alliance. In this posting she widely interacted with significant regional process that shape social economic life in Africa and understands the players well.

Ms Judith Andrew
Senior Programme Officer
Judith Andrew holds Masters degree in Health Systems Management and a Bachelors Degree in Health Services Management.
Ms Andrew previously worked with the Ministry of Health and Social Welfare in Tanzania at the Southern Zonal Health Resource Centre from 2007 to 2011. She was also a facilitator in management and leadership training for Health Managers in the District hospitals.
Since late 2011, Ms Andrew was employed by COSECSA as a Programme Officer where she worked as the main administrator for the College. In May 2015 she was promoted to Senior Programme Officer level. In this position she is now responsible for financial management, COSECSA events, communications and certain educational aspects of the College’s work.
Mr. Christopher A. Minja
Training and Examinations Officer
Mr Minja holds an MBA in Information Technology Management from Coventry University and an Advanced Diploma in Information Technology from the Institute of Accountancy Arusha.
He is an experienced ICT Specialist with more than 12 years in the industry. Before joining COSECSA, he worked as Senior Health Recorder on malaria vaccination trials at National Institute for Medical Research(NIMR Tanzania) and later he joined ECSA College of Nursing (ECSACON) a web content administrator consultant.
Mr Minja currently he works as Training and Examinations Programme Officer for COSECSA. He is responsible for the management of the COSECSA training and examinations process and is the main contact person for COSECSA trainees and examiners.
